Cooperative Contracts

DMS State Purchasing and Cooperative Contracts

The Division of State Purchasing procures state contracts and agreements for commodities and services frequently used by state agencies and eligible users. The DMS, Division of State Purchasing manages three (3) types of contracts, open to eligible users such as the School Board, and meeting the competitive solicitation requirements of Rule 6A-1.012. As they are a result of a competitive solicitation, the District can exceed the Competitive Solicitation threshold without issuing our own competitive solicitation. Purchases made via DMS-managed contracts do not require Board approval, regardless of dollar value. If required by the contract, the District is required to comply with the same quoting requirements as state agencies when using DMS-managed contracts, per Rule 6A-1.012(5), F.A.C.

The General Services Administration (GSA) is an independent agency of the United States Government. Any federal, state*, local, regional, or tribal government, or any instrumentality thereof (including any local educational agency or institution of higher education), can participate in the GSA Cooperative Purchasing Program and purchase from Schedule 70 (General Purpose Commercial Information Technology Equipment, Software, and Services) and Schedule 84 (Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Clothing, Marine Craft and Emergency/Disaster Response).

  • Schedule 70 includes commercial information technology (IT) equipment, software, and services, including electronic credentials, digital certificates, e-authentication hardware tokens, remote identity and access management services, purchase of used or refurbished equipment, public key infrastructure shared service providers program, PIV solutions, purchase of new IT equipment, maintenance and repair services, software, training courses, IT professional services, eCommerce services, and wireless services.
  • Schedule 84 includes security system management, design, and support services, marine craft and waterfront security products/services, alarm and signal systems, professional security/facility management services, firefighting and rescue equipment (urban and wildland), law enforcement and security equipment supplies/services, marine craft and equipment, and special purpose clothing.

Correctional Work Programs: Prison Rehabilitative Industries and Diversified Enterprises (PRIDE) serves as the quasi-governmental corporation to produce and sell products and services provided or made by inmates through a correctional work program, established in Chapter 946, Florida Statutes. Except for printing services, all other goods and services produced or provided by PRIDE may be purchased from PRIDE, regardless of value. The PRIDE Master Agreement is managed by DMS and available on their website.

RESPECT of Florida is the Central Nonprofit Agency (CNA) contracted with the State of Florida to represent employment centers for the blind and other severely handicapped in facilitating the allocation of orders by Florida agencies. This contract includes the following commodities: COVID-related supplies, drug testing kits, first aid and safety supplies, flags, janitorial supplies, medical supplies and testing kits, office supplies, customized promotional items, and other commodities. This contract also includes the following services: asset maintenance (e.g., rest areas and welcome centers), call center and quality assurance monitoring, fleet maintenance, groundskeeping and landscaping, janitorial, local government (e.g., coin collection, sign maintenance, and refuse pickup), office support, and managed print services.

PAEC is a regional educational service organization owned by its member school districts and recognized in Florida Statute 1001.451.


Programs and services include professional development, curriculum support services, Florida Diagnostic and Learning Resources System (FDLRS), instructional technology, distance learning, Region I Migrant Education Program services, printing services, FloridaLearns Clearinghouse for educational materials, cooperative purchasing through Association of Educational Purchasing Agencies (AEPA), contracted services, Students with Emotional/Behavioral Disabilities Network (SEDNET), program evaluation services, model school board policies and procedures, Value-Added Model software and support, Risk Management Property/Casualty, employee benefits self-insurance programs, Gateway Educational Computing (payroll and finance), and Student Data Services.
