• For the past five years we have been using results from recognized state assessments, most notably the Florida Comprehensive Assessment Test (FCAT) and Florida Standards Assessment (FSA) to measure student performance. A state approved and mandated Value Added Model or “VAM” formula is being used to assign specific FSA results to teachers’ students.

    Where no FCAT, FSA, or other mandated test results are connected to a specific instructor, LCS has embraced Student Learning Objectives (SLOs) to measure student performance. The inclusion of SLOs into the LEADS model has been welcomed by administrators and teachers because of its greater connectivity to the learner.

    For the 2016-2017 year, Florida will continue to use the state assessment introduced in 2014-15, the Florida Standards Assessment (FSA). As this is the third year that the test has been administered, we will now have 3 years of FSA to generate value added data and compare student performance from prior years to this year. In 2016-2017, the Florida Department of Education will be providing districts with a three year aggregate VAM score for each teacher in a VAM course (where available) and the corresponding evaluation rating (1-4).

    To mitigate any issues with the state assessment, LCS advises all teachers to generate SLOs to measure student learning, as we have done in the past. The advantage of SLOs allows baseline data to be collected and analyzed at the classroom level with teachers and principals negotiating an agreement on goals following the assessment precedent.

    With all students “assigned to them” as a prerequisite, teachers must continue to use state assessment as an outcome measurement when applicable. We propose that there be at least 1 proficiency goal based on baseline data and at least 1 learning gains goal.

    For further clarification, when possible, state calculated value added measure (VAM) score determined by a state exam will be used in defining the teacher’s student performance measure score.  For the courses lacking a state VAM score, the state or national exam will be used as part of student learning objective (SLO) targets. Also, when no national, state, or district exam exists,  the percentage of student learning objective (SLO) targets met will be used to assign each teacher a student performance measure score (1-4).  Student learning objectives (SLOs) are long term targets of academic growth that are measurable and standards based. These targets are developed by reviewing available data, identifying student needs, and targeting specific areas.

    Teachers that teach various courses will get student growth scores proportional to their day.  For example, if 50% of a teacher’s day is spent teaching a course that has a state assigned assessment and the other 50% of their day is spent teaching a course with no state, national, or district assessment, the teacher will receive a student performance measure score of which 50% is derived from VAM and 50% from the percentage of SLO targets met.

                The classroom teacher evaluation is comprised of three components in 2016-17, per state statute. These three components include instructional practice, professional responsibilities, and the student performance measure. Instructional practice and professional responsibilities are observed and evaluated by an administrator. Instructional practice represents 45% of a classroom teacher's overall evaluation. The professional responsibilities component represents 20% of the overall evaluation for a classroom teacher. Finally, the student performance measure is calculated as described above and represents the remaining 35% of the overall classroom teacher evaluation.

    The instructional practice, professional responsibilities, and student performance measure components are also part of the evaluation of non-classroom instructional personnel.  Instructional practice and professional responsibilities are observed and evaluated by an administrator.  The student performance measure is calculated using student learning objectives that are based on the function of each particular non-classroom instructional personnel's job.
