• Mrs. Toylene S. Railey is the School Counselor/Referral Coordinator for Kate Sullivan Elementary.  She conducts classroom guidance instruction for Kindergarten students in the areas of character education and safety. When needed, she provides individual and small group support for all students in the areas of bullying/conflict resolution, stress management, and academic success.  As the Referral Coordinator, she implements reading intervention instruction for identified students; she provides assistance for teachers and parents by scheduling meetings with the Problem Solving Team (PST) for students needing to be evaluated under Section 504, Exceptional Student Educantion (ESE), English Speakers of other Languages (ESOL), and the Talented/Gifted (TaG) programs.  Additionally, she works closely with the school's Social Worker when families have economic needs.
